Brooks Outland is a 77-year-old retired Navy veteran (100 percent disabled, permanently/totally) and has been proactive re-legislation affecting disabled veterans for more than 30 years. Outland is a former crewmember of the battleship U.S.S. Missouri (BB-63). He and his wife are both official volunteers aboard the ship.
