The Koolau Loa area has been developing its Sustainable Communities Plan (KLSCP) for more than 15 years. The process has led, in recent years, to a divide between residents living (mostly) in Laie and Kahuku and residents living in the other small towns along the Northeast coast of Oahu over whether or not to approve a large development plan as a part of the KLSCP that would create a new town in Malaekahana. The development is being pushed by the Mormon church, which is headquartered in Laie, while community members who are outside the church object to the development and say that it does not match with the KLSCP’s over-arching “keep the country, country” directive.
