Certification may be required for Hawaii dams

The State Board of Land and Natural Resources has proposed requiring the certification of major dams and reservoirs in Hawaii. The purpose of certifications would be to guard against a breach like the one on Kauai in 2006 that left seven people dead. Associated Press reports.
