Can $32 million in U.S. aid stop ethnic butchery in Kyrgyzstan?

Kyrgyzstan’s interim leader Roza Otunbayeva said the death toll from violent ethnic clashes in the country’s southern region may be as many as 2,000—initial reports had the number at 200. The United Nations estimates that nearly a million people may be in need of aid.

The United States has pledged $32 million in aid to deter the current violence in Kyrgyzstan, which has driven out hundreds of thousands of refugees.
