Ewa Development Plan

Background

Revised in 2013, the Ewa Development Plan is a master plan for West Oahu, which has been determined as the site for large-scale development, particularly of new housing units to support Honolulu’s rapidly increasing population. Also included in the revised plan is language calling for the protection of important agricultural lands and open space; the development of the “Secondary Urban Center” around the City of Kapolei; building master-planned residential communities that support walking, biking and transit use over automobiles; the protection of natural, historical and cultural resources; and providing for adequate infrastructure to meet current and anticipated needs. However, the fight to ensure this language is honored and executed on continues.
